Below are the candidate questions and responses to the Arkansas Voters Guide Survey.
1. Property: Preventing the exercise of eminent domain by the government to force the transfer of land from one private owner to another private owner.
3. Taxes: Calling for the 2013 Arkansas Legislature to place a constitutional amendment on the ballot requiring at least a 75% vote in both houses of the legislature before raising any state tax.
6. Lottery: A state constitutional amendment that increases the percentage of gross lottery proceeds used for college scholarships from the current rate of approximately 21% to a minimum of 30%.
10. Education: Allowing home school and private school students to enroll in extracurricular activities at their local public school, commonly known as the “Tim Tebow” law.
11. Government: Should the Arkansas Legislature be required to record all legislative committee votes individually by legislator and make them public? Why or why not?
Rep. Mark Biviano (R):
I would support the recording of any vote within a committee. Transparency should be one of our primary objectives and the public aware of our voting record.
12. Education: Do you generally support or oppose tax-funded vouchers for students to attend the public or private school of their choice? Why or why not?
Rep. Mark Biviano (R):
I am a supporter of school choice. First it should be up to the parent to make a choice that provides the best opportunity for success. A school choice tax credit will, in effect, lower the cost to the state and allow a certain percentage of our students a better learning enviroment on an individual basis.
13. Immigration: Should illegal immigrants be allowed to compete for state-funded college scholarships? Why or why not?

No, only citizens who are legal should participate in our scholarship program.
14. Government: List any state departments, agencies, or programs that should be eliminated, added, or changed along with your proposals. If there are none, please tell why.
Rep. Mark Biviano (R):
All departments, agencies, and programs should be subjected to review based on performance. The need for stronger transparency laws in Arkansas will hep to identify those areas where greater efficiency is possible. Also, future budgets should be based on performance metrics that establish goals and objectives for effective government.
